The two agencies were reduced to sub-agents empowered to supervise Indian farming, to distribute rations, and to serve as the eyes and ears of the government in watching the Indians. Fort Duchesne was situated about equal distance from either sub-agency. Fort Duchesne was founded for the reasons stated in the quotation from L. Q. C Lamar; there were other reasons for the sending of troops to the Uintah country. The three bands of Utes were bordering on inter-band warfare. The settling of the White Rivers on the Uintah Reservation caused the Uintahs to be resentful. When the Ouray Reservation was closed and the Uncompahgres also transferred onto the Uintah reservation, scattered violence began to occur.
