Introduction 1 . 1 The outline of the temporary guideline It is anticipated that the Ministry of Health and Welfare will issue a temporary guideline for the effective use of incineration residue. It will include: (J) Reduction of heavy metals content and prevention of its eluhon © Dioxins must be destroyed or removed (3) It applies to molten slag, sintered products (including eco-cement), or products with equal or higher safety level ® Heavy metal leaching level is temporarily set at the same level as city water (Pb<;0.05mg/O. Future target value would be O.Olmg/^. ® Leaching test method currently in use will be adopted for the time bein£ but it is necessary to formulate a new test method, taking in consideration the molten slag re-use pattern and the effect of acid rain. Also, unprocessed material will be tested as is, so will be the processed goods, without preparation. ® Recycling process technology will be: 1250-1450' C level for melting solidification, or 1000-1300" C level for sintering solidification. ©For the promotion of effective use, public works will givepreference to recycled products. 1 . 2 Heavy metals leaching standard for products made of slag The concept was to ensure that the underground water will be potable even after coming in contact with slag-derived products. Table 1 shows the heavy metals leaching standard.
