Abstract With present technology, most large-scale electrical poer generation facilities are also consumptive users of large amounts of water. In the Lower Colorado River Basin these facilities must compete with their own customers for the scarce water resources of the region. The region, even with the full use of its apportionment of Colorado River water, is consuming water faster than the annual replenishment rate. Augmentation is frequently mentioned as a solution to Lower Basin water-supply problems. Unfortunately, there are serious problems of legal ownership, costs and negative physical effects related to all augmentation methods. Augmentation is not a panacea for Lower Basin problems. The electric power generation industry is planning to increase its production and water use. Plans exist to provide most water requirements for the next decade. These new uses will take away from the overall supply for all other users. With the deficit in supply the time is overdue for demand management to try to create a more balanced supply-demand situation.
