The agreement was signed by Commerce-Industry Minister Lee Nak-sun and Dr. Wendell Phillips, president of the Phillips Oil Co., at the ministry in Seoul. Li an earlier domestic decree, the government declared its Jurisdictional right to the shelf area. This touched off protests from the Japanese government. The Japanese are now seeking negotiations on the question, it has been learned. Dr. Phillips, who is also known in the United States as an authority on geology, said that the Korean government's declared right to the shelf area cannot be questioned in view of established precedents and the principles regarding continental shelves.
