Description (1851) Laws of Deseret not conflicting with the Organic Act of the territory were reenacted by the first territorial legislature and ordered to be revised and classified. Willard Richards, Secretary of the State of Deseret, published the 1851 compilation, which was reprinted verbatim in 1919.

Description 77 "APPENDIX" PROVISIONAL GOVERNMENT OF THE STATE OF DESERET ABSTRACT OF CONVENTION MINUTES. On the 15th March, 1849, the Convention appointed the following persons, a Committee to draft a Constitution for the State of Deseret, viz: ALBERT CARRINGTON, CHARLES C. RICH, JOSEPH L. HEYWOOD, JOHN TAYLOR, WILLIAM W. PHELPS, PARLEY P. PRATT, DAVID FULLMER, JOHN M. BERNHISEL, JOHN S. FULLMER, ERASTUS SNOW. March 18th, 1849.-Albert Carrington, chairman of the Committee, reported the following Constitution, which was read, and unanimously adopted by the Convention:-
