I first want to ~ cknowledge Texaco Inc's support in my performing the duties of chairman of this symposium. The USA ·Clean Air Act 'of 1970 and the Associated Clean Air Act Ammendments of 1977 set National Ambient Air Quality Standards (~AAQS) for N?2 S02' hydrocarbons and particulates. Section 109 glves the Envlr6nmental Protection Agency (EPA) the mandate to propose and promulgate subset NAAQS to meet Air Quality Maintenance regions' (AQMR) targets and requires states to set State Implementation Plans (SIP) at least as stringent as the NAAQS. The EPA is required to reevaluate all existing NAAQ~E 6n a five-year interval. This symposium focuses on NOX Reduction in the industrial (combustion) sector exclusive of 'utility units and internal combustion engines with simultaneous attainment of ail pollutants limits. Superimposed on the environmental constralnts ~ are the energy crunch, inflation spiral and producti vi ty ~ '-. . In the United States about 40 percent _of the man made NOX emitted is from mobil sources, 25 pe~cent from electric utilities furnaces, and 30 percent from other stationary combustion sources (I). Since the latter includes - seationary internal combustion engines, less _than 20 percent is in :the category ~f industrial boilers, heaters and furnaces, the ' s'ubj e'ct of this symposium. :: j ? i - ~ : ~ . _ Given the nature -of th~ :" s6urces it is not surprising that NOX pollution is an urban problem. High population densities when coupled with closely linked or intermingled industrial centers result in a cumulative ~public plus industrial effect. When further coupled with an unfavorable topographical formation, as in the Los Angeles Basin, the proble~ is aggravated. Past and on going eff~~ts in the USA have concentrated on the major NOX sources, the automobile and the electric utility industry. In the industrial sector, NOX regulation apply to all utility heaters and to new industrial heate~. · - Closer scrutiny is being given to the industr.ial 1:fSe'~.
