Another test was performed, but the results were not given to EPA in time to make the November, 1989 deadline that was imposed on EPA by Congress to come to final permit decisions for all interim status incinerators. Therefore, EPA was forced to propose a denial of the permit application. EPA has not yet acted on the new test results. On the other hand, DHS did not have the deadline that EPA had, and was able to wait for the second trial bum before making their permit decision. DHS decided to grant a permjt to Cargill based on the second test that is presented in Table 11. 1 3 |
