Show Appendix D Irrigation Systems in Washington County In 1904 the U.S. Department of Agriculture published a study on irrigation in the United States chaired by Elwood Mead. A volume was devoted to Utah, and within that, a chapter written by Frank Adams focused on the Virgin River Basin. Adams's study includes an examination of each community, even each irrigation ditch. This enables us to perceive the scarcity of watered land and the intensity of work demanded to provide crops to sustain the people in the county.
