Indian Agents and Superintendents of/Indian Schools. / There are enclosed copies of draft of rules datod the 9th ult., approved by the Secretary of tho Interior on tho 11th ult., to govern the opening of publio roads over Indian lands. You will furnish copies of said rules to all the proper local or county road authorities within your jurisdiction, and place one copy in your permanent files with this letter. If you have allotted Indians under your charge you will familiarize yourself thoroughly with the State or Territorial laws relating to public roads, and will see that such laws and the aforesaid regulations are striotly complied with whore roads are sought to be opened over Indian allotments; that the rights of the Indians are properly protected; and that they receive adequate compensation for any damage done. As this office and the Department must rely on your report in acting on applications for permission to open such public roads, the same should be full and explicit on all essential points and should be accompanied by definite recommendation.
