In order to get all the information possible, I directed Agent Myton to call a council of the Ointas and White Rivers, and to make every effort to have as many present as possible. Five days* notice was given in which to assemble, Ind I told Agent Myton that unless there were a majority present, it would be useless to hold the council, as I wan ted-to get an expression from at least a majority. On June 4th, the day set, there appeared to be very few present and I at firs!, refused to meet in council, but finally decided that perhaps some information could be obtained, and met the Indians about noon. I submit herewith, marked Exhibit "C", the stenographer's report of the council proceedings, "calling attention-to portions indicated by pencil-marks. At the council there were present twenty-eight head man, and towards the last of the proceedings, seventy-one male adult Indians were in the room. On page 3 of the report, David Copperfield, in making his talk, says that the Agent told him that two Washington men would be here soon, and that he thought Timms and Henderson (representatives of the Florence Mining Company) were Inspectors, or something of that kind; that Henderson said the reason they should lease was to keep the people back; if they did not lease, Utah people would take the land any;way.
