Show -7- It is not deemed wise to pormit any ^ne individual or corporation to monopolize the whole of the surplus lands which any tribe may desire to be leased f or grazing purposes. You will, therefore, iniicate clearly how many ranges on the reservation under your charge may properly, under the law, be permitted, to be grazed, and state as nearly as nay be practicable the boundaries of the respective ranges, with the estimated area of each, and to make this as plain as possible, mark them upon a map of the reservation, adopting if possible rivers or other natural physical features for boundaries. If, in your opinion, it is for the best interest of the service lor the Indians to make these leases for a term of five years (which is the full limit of the law) you will so report, and your suggestions regarding the length of the tern will receive due consideration* In order to insure-the widest publicity, and to secure the greatest competition among the bidders, if any but members of the tribe are to have the privilege of bidding, it is deemed advisable to advertise these lettings through the public press, In a number of leading newspapers, also by printed posters. You are, accordingly, requested to prepare and submit to this office for approval, a form of advertisement suitable for the purpose, together with the names of tho newspapers in which you advise advertisement, and the |
