Show 6 as Indians isho have "boight and paid" for the same, and the benefits to arise from such leasing must necessarily accrue to all the Indians of the reservation; all of such Indians, within the meaning of the law, can rightly be hold to be Indians occupying lands who have *boi^ht and paid* for the saae* But aside from the occupancy of said reservation by the Uiite River Utes of Colorado, from the provisions of sections two and three of the said Act of Hay 5, 1864, it cl early appears that Congress intended to set aside said reservation for the pjgmanent home of said Indians as though they had bought and paid for it within the meanly of the law; and it is desirable that at as early a day as pract.icable all the surplus lands suitable for grazing purposes on the reservation under your charge should be leased in accordance with existing law on the subject* You are accordingly directed to submit to this office for approval, a blank form of lease, which in your opinion, would be3t subserve the interests of the Indians in the proper management of their business under the law, together with a reconmer.dation as to the proper length of term of said lease and the time of year when it should begin to run. |
