Luke Lea Commissioner of Indian Affairs D Sir- I addressed you a communication here yesterday upon the subject of my acting and doings with the Indians in Utah. I neglected in that communication, to state, that contrary to my expectations and the promises contained in the circular of Col. Mitchell, that all expenses . . . spent on bringing the Indians to the treaty at Laramie would be paid by him. He has come to the conclusion that the Shoshonies, not belonging to his Superintendency cannot consistently, with his duties, pay the expenses of their trip here-If he is right. Yet, as I expected that they would be paid here, I am not provided with the means to do so myself. Gov. Young, of Utah, was of the same opinion, and consequently made no provisions for defraying the expenses of the trip, some five hundred miles. Col. Mitchell directs me to present the bill of expenses to Gov. Young, in my report to him, to be forwarded to your department, if not paid by him. When I left the Salt Lake City, the Governor had received no instructions from your Department, and was not advised low to act. The short of the story is, that finding myself without means, and having to report to the Governor, and then wait for a return from Washington, which will be several months, I have been compelled to draw on your |
