Show - 9* Th © nine parts of the program included a family plan distribution of money, a welfare fund, land acquisition and consolidation, land conservation, industrial development, a credit system, a health program, 14 an education program and a law enforcement program. The whole plan became known a © the Ute Ten Tear Development Program. Part ® of the Ten Tear Program have been successful* Th © family development and distribution program has helped to; ( 1) Teach the Ute people to handle meney, ( 2) Find Employment, ( 3) Assume self- activating roles in health and well- being, and ( 4) Accept more individual respons i b i l i ty as citissens. Unfortunately, th © oth@ r parts of th ® program have proven to b ® l e s s than a success, 15 By 1961 the Utes had spent over $ 8 million of their $ 17 million land settlement money, yet they hav ® only reached the crossroads of economic security* for the basis of a strong income- oriented program for the for the future has y@ t to ripen* The problem has been the lack of well- developed leadership among the Utes which in turn could direct the efforts of the Ute ® towards resource- developing programs on the reservation* But, because of th ® land settlement income, the future does does hav © a much brighter appearance than can be found on other reservations throughout the country. For these Utes, th © northern Utes, th ® settlement has been a way to fight a sub ® istanc ® existence • arid move towards a more equitable position with the non- Indian © surrounding their northern Ute Reservation, |
