Show .STATEMEliT OF POSITION: FLCOD CONTROL The members of the League of Women Votors of Salt Lake City believe that present flood control measures being used to protect the valley are not -adequate. A more effective program should contain: lo Better long-range planning. This should include conside.ration of the inter-rela ted aspects of (a) the Master Plans, (b) zoning, (c) building codes, (d) construct ion of reservoir s for both flood control and conservat ion, (e) f._uture developme nt of the valley, and (f) financing at all levels of governmen te 2 •. Stricter enforceme nt of-existin g ordinance s. 3, ·A competent , professio nal county staff to deal with technical problems and empowered with adequate authority to implement a program. STATE1v1ENT OF POSITION~ AIR POLLUTION • The· air pollution updating material studied -in December conta.in..ed two consensus questionse One asked for suggestion s for strengthe n ing the city and county ordinance s . . The general consensus was tha t ordinan ces do need strengthen ing and clarifica tion. There were a numb.er of suggested additions , but no consensus on any- one. The previous Statement of Fosition will then remain the same, It will now read: " Local except for one change in Item - L~" ordinance s should be ·clarified , and enforceme nt provision s should be strengthen ed. Present ordinance s prohibitin g burning of refuse should be enforced " Such ordinances should be enacted where lack:Lng. Local governmen t studies of alternate methods of refuse • disposal should be continued ." (I !I,, The second question was, nDo you favor tax incentive s for industry?. Other incentives ?" There was no strong consensus unequivo-• cally favoring tax incentive s; several Units favored them only as a last resorto One Unit asked for more -informati on; another • • frankly opposed them. The Board feels that this is an area which could well be studied in more depth in the _ State study, resulting in a more firm consensus. Lois Frederick |
