Show CENTRAL UTAH PROJECT ECONOMIC CONSIDERATIONS The economic aspects of the Bonneville Unit of the Central Utah Project, of necessity, are detailed and technical. However, some important considerations are raised here for the purpose of further definitive study. The Environmental Protection Agency estimates that the project will cause approximately $8,000,000.00 per year in downstream salinity damages. A $500,000,000.00 salinity program has been initiated by the Bureau of Reclamation to assure the quality of water sent across the border to Mexico. The fact that the Central Utah Project will exacerbate the salinity problem, in and of itself, is a reason for severe economic scrutiny of the project and its costs and benefits. Such an analysis has been made by Dr. Thomas M. Power, Phd., Associate Professor of Economics at the University of Montana. In his paper "An Ecomomic Analysis of the Bonneville Unit of the Central Utah Project, Bureau of Reclamation" Dr. Power sets forth in detail his economic analysis of the project. He concludes that the Bureau of Reclamation has grossly exaggerated the net benefits of the Bonneville Unit by incorrectly applying economic theory in the following ways: 1. Exaggerating the irrigation benefits by assuming that all of the water will be used to irrigate new lands, which, in fact, it will not. |
