This includes results of literature searches, inventory and emission data bases that may have been manipulated to serve particular needs,etc. Closure Items Fossil Fuel Preliminary Subcategories and MACT Floor - The B W G determined the prelirninary subcategories for fossil fuel fired boilers. Further it determined the preliminary M A C T floor. The prelirninary nature of the findings is a requirement of the rulemaking process. Subcategories and M A C T floor determinations are subject to change based on any pertinent new information that becomes available. Preliminary MACT floor - The BWG reached consensus that no MACT floor can be identified at this time for oil and gas fired boilers. This means that no group corresponding to the best performing 1 2 % of existing sources could be identified by reviewing of existing add-on controls, emissions data, air regulations and air permit limitations for HAPs. The B W G was unable to reach consensus on whether good combustion practice should be incorporated into the M A C T floor and whether gaseous fuel derived from the processing of crude oil, petroleum or petrochemicals should be categorized with natural gas. Fossil Fuel Fired Boilers Subcategories - The BWG group recommended the following subcategories for fossil fuel fired boilers: • Natural Gas (includes wellhead gas, pipeline gas, and liquid petroleum gases) 1 subcategory • Oils two (2) subcategories Unheated or Distillate Oils Heated or Residual Oils • Coal fourteen (14) subcategories * Fluidized Bed Boilers five (5) subcategories - Anthracite, Bituminous, Subbituminous, Lignite, Petroleum Coke * Mass Fired / Stoker Boilers four (4) subcategories Anthracite, Bituminous, Subbituminous, Lignite, Petroleum Coke * Pulverized / Cyclone Boilers five (5) subcategories - Anthracite, Bituminous, Subbituminous, Lignite, Petroleum Coke Subcategories formed through use of both firing method and fuel type were a necessity to encompass the different combinations that may have an effect on H A P emissions. HAPs of Interest for Fossil Fuel Fired Boilers - The H A P s of Interest Task Group developed a general protocol to produce the final list of H A Ps of Interest for natural gas (wellhead, pipeline and LPG), fuel oil (distillate and residual) and coal as defined in 40 C F R 60.4b (NSPS subpart Db).
