Show Section 1294 addresses emissions from the burning of wastes. The Clean Air Act of 1990 specifies ten species: Dioxins/Furans, 2,3,7,8 tetrachlorodibenzo-p-dioxin/furan and their congeners, mercury (Hg), lead (Pb), cadmium (Cd), hydrogen chloride (HC1), particulate matter (PM), carbon monoxide (CO), nitrogen oxides (NOx), and sulfur oxides (SOx). Pollution prevention must be considered for equipment covered by Section 129. Section 111 (NSPS)5 addresses emissions of the priority pollutants: carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx) and Particulate Matter (PM). The priority pollutants must be addressed for equipment burning wastes SUBGROUPS AND TASK GROUPS To perform its function the BWG created three subgroups based upon fuels burned: the fossil fuel, the wood fuel and nonfossil fuel subgroups. The B W G also formed several task groups to address issues c o m m o n to the full group. Fossil Fuel Subgroup The fossil fuel subgroup concentrated on gas, oil and coal-fired boilers. This included natural gas, liquid petroleum gases, refinery process gas, distillate and residual oils, petroleum coke, coal and coal refuse. All boilers, covered by this subgroup, are addressed by Section 112 of the C A A . The group divided the boilers into subcategories which were a function of boiler design and fuel combusted. Wood Subgroup The wood subgroup concentrated on wood-fired boilers and biomass. This included timber, bark, dry wood from furniture manufacturing, treated wood and demolition and construction debris. Boilers, covered by this subgroup, are addressed by either Section 112 or Section 129. The group divided the boilers into subcategories based upon fuel-fired. Nonfossil Subgroup The nonfossil subgroup covered the greatest variety of fuels, combustible materials and boiler designs. Gaseous fuels included: landfill gas and digestor gas produced by decomposition of organic material and coke oven gas. Liquids included: tall oils produced from the thermal decomposition of wood, and alcohols from chemical processing. Solids included: bagasse from sugar cane processing, tires and tire derived fuel, plastics, process engineered fuels, sludges from pulp and paper mills, sludges from other industries and fines material from the production of paper/plastic laminates. Most of these fuels are co-fired with either a fossil fuel or wood.
