Show Calif. Ex. 7503-A: Letter from R. P. Walter, Chief Engineer, Bureau of Reclamation,, to Commissioner, with enclosure, Memorandum from E. B. Debler, "Bill of Complaint--Arizona v. Other States and the Secretary of the Interior," dated November 17, 1930 This factual analysis of the 1930 Arizona Complaint in Arizona v. California was prepared by E. B. Debler of the Bureau of Reclamation and transmitted by the Chief Engineer of the United States Bureau of Reclamation to the Commissioner. According to this analysis, the Arizona Complaint overstated the Gila flow and the Gila use, but understated the main stream flow.-/ With the hydrologic corrections, Arizona use from the Colorado River system was estimated at 1,800,000 acre-feet, leaving 1,000,000 acre-feet for further development before a total of 2,800,000 acre-feet of Arizona use from the Colorado 3/ River system would be reached.
