This paper describes the rationale behind the consultation effort of two of three working groups, one responsible for boilers and heaters, the other for cement and lime kilns. Also described are the resulting Guidelines presently under consideration for approval by the CCME. The new source Guidelines are based on the principle of pollution prevention and cost-effective N O x reductions, as well as the recognition of energy efficiency to minimize greenhouse gas emissions and lower NOx. The Guideline for boilers and heaters sets forth N O x emission limits based on fuel burned and capacity of the unit as well as credits for energy efficiency. The Guideline for cement kilns sets forth a N O x emission level of 2.3 kg/tonne of cement clinker, based on a monthly average. Provincial regulators may set more stringent emission limits to address local smog problems. 1 |
