Provided a concession for the Toll Road 13 granted the said company, I recommend it be with a proviso that no Indian be charged toll on any portion thereof, and that all Agency employes- and transportation be protected in the 3ame way v/hen on Agency business. i < •• ' • i The portion of the road extending from the crossing of V/hite River at V/agon Hound Canon to,Fort Duchesne, Utah, lies in a district in which many Indians reside, and it frequently bedomes necessary to pass over this road for the purpose of transacting business with the Indians. These conditions were specially mentioned by the Indians, stating that they did not desire any Indian to be required to pay toll for travelling over the road.
