We had a nice meeting at Whitefish despite bad weather on Saturday. There were six applicants; three have tenatively been granted amatu~r certification ru1d two standard, the sixth failing. All certificates ~ll be withheld until the written outline is completed and in some cases the first aid course completed. We copied your idea of the outline of avalanche study,. but will not be quite as exacting in regard to the amount submitted, as we do not have t~e avalanche problems of your area. Enclosed is a copy of our written test, in which you will note we borro\wd a couple of your questions. The first couple of questions on our test we~e given to indicate whether th, applicant has been reading current ski magazines (most aren't) .We stayed away from questio' on Welden and Mambo as we felt they are too controversial to grade accurately -- for instanc· Willy Schaeffer gives a conSiderably different version of mambo in Sports Illustrated series than given in the November issue of Ski. I'm inclined to agree with Willy. Of course, if the matter had_been discussed at ~ngth in a clinic, it would warrant questioning. It probably seems that we are passing a rather large percentage of applicants, but the only answer for that is; the instructors were already in the NRMSA, while certification was not until last year. To fail too many would have doomed the prop,ram. I think a greater porcentage will fail future test, as the majority of our qualified instructors are now certified Our a~atuer rating will probably be cropped after a year or two, but is serving a useful purpose not, to encourage some of the fellows to try for better ratings. Our standard and advanced ratings should stand comparison with si~ilar ratings in the other divisions. All of our advanced instructors have been successful as teachers and/or coaches and all but one certified in another association at one time or another, Karl Hinderpl having his fourth certification. I recall a good number of years ago, that I paid $10.00 to the ISA and was told by Sverre Engen, for whom I was instructing, and who was on the certification committee, that I was certified as an associate (or the equivalent). At the 1fishes of the majority of our instructors, we have orderod a pln to which I was slightly opposed -- it is some .. ;hat similar to the SRMSA pin and is very attractive. I am sure we all agree that only through an interchange of ideas will we be able to achieve a workable plan for national certification and inter-divisional cooperation. This year in order to maintain some degree of uniformity with maximum flexibilit~ to cope with special problems encountered throughout the ~N5A, I reorganized the committee as shown on the enclosed organization chart. In addition, 1 have outlined the general responsibilities of my regional committeemen. It is m~ intent to have the committeemen appointed from the ranks of examiners with organizational and administrative caps.b111t1ea. The examiners in addtion to exam1ning will act in a staff capac1ty as technical advisors. Spec1al sub-committee chairmen will be appointed to coordinate and unify the various activities throughout the PNSA. The enclosed list of PN5A ski teachers to my knowledge is the first complete listing in the last four ~ears. I have had considerable difficulty in obtaining Bny records on the PNSA certification program prior to 1954. If you have any information or old lists, I would appreciate copies very much. In order to keep a better record of certified instructors I have aselgned perma.nent master certification numbers. (Approximately 3,0). Our yearl~ dues are $3.00 and we issue a yearl~ certification card. (Sample enclosed) As to plans for the coming year, we hope to offer at least one clinic and one certification examination in each region. To date we have had clinics at Spout Springs (Blue Mountaine--Walla Wella Region), Bogus BaSin (Boise--McCall Region), Mt. Hood (Portland--Hood River Region), Snoqualmie Pass and lo'!t. Baker (Seattle--Tac9ma, Bellingham Yakima Region) with a. tota.l of apprOXimately 110 people participating. ....... .,.. ........ - ------ ------_- 4 Bill Lash--Otto Steiner -2- Jan. 10, 1958 We held a certification exam at Bogus Basin near Boise, Idaho. A clinic is scheduled for Jan. 11-12 at Hoodoo Bowl in Salem-Eugene, Bend-Lakeview Region. Most of our certification exams viII be 8cheduled for the month of April. This year we are planning a. certified ski teachers symposium vhich vill be held prior to certi.tication exams. The folloving il out' tentative plan: ,I 7 1 f The purpose of the symposium will be to provide a get together for all PNSA Certified Ski Instructors to discuss teaching techniques and to offer suggest10ns for revision to the teach- 1ng manual. The symposium chairman will make arrangements for a two day program and forward the program to the chairman of the Certification Committee for distribution to all PNSA Certified Instructors. Maximum participation by all Certified Instructors is deSirable. However, where participation is impractical, geographical areas remote from the symposium should endeavor to send a representative who could chairman a symposium in his local area at a later date. In the Seattle area we held a meeting for all certified ski instructors to discuss certification plans and projects such as updating our teaching manual and plan, the symposium, publicity, olinics, exams, first aid problems etc. Approximately 65 instruotors attended and oontributed their ideas .• Our PNSA Ski Teachers Certification Committee is sponsoring an 8 week eeriesof half-hour TV programs over Channel 9 in Seattle entitled "How to Ski.'\ Tbe series runs from Dec. 2 through Jan. 20. Local certified instructors and examinees give leotures and provide demonstrations on an indoor hill. Muuie film clips and diagrams from books as well as black board are used to illustrate various pOints. There has been considerable objeotion to the standard and advanced fjrst aid requirement so we are, in oooperation with tbe American Red Cross, planning special advanced courses for ski instructors w!th ski movies and actual on the hill work to make the course interesting, applicable, and wortbwhile. I have included some of our forms for various purposes: our clinic information and application blank, our applioation for certifioation blank, an examination results sheet and actual grade cards a.nd examination l:filBormation cards used by examiners. I am looking forward to~rking on your committee. We can aooomplilh a lot of ground work through the mail. However, a yearly week end on the snow i8 almost imperative if we are ever to aohieve any degree of uniformity throughout the NSA. As you no doubt know here in the Northwest our ski leason extend I into July on Mt. Baker, Mt. Rainier, and Mt. Hood. The PNS! would go all out to support such a get together in the Northwest. However, to get full BSA participation perhaps a more central location would be ' more appropriate. Wberever we meet, I will do all in my power to see that the PNSA is represented. I am currently planning a skiing vacation in Europe for 5-7 weeks starting January 31 so I hope the get together vill be in the end of March or April. SinDe I have never been to Europe before, if you know of any contacts for exohanging ski teaohing information, I would greatly appreoiate some help along those lines. Enolo,sed is a copy of a new Ski Instructors Manual which we have just issued here in the Central. You will recognize a great deal of it simply as being a oopy of that manual issued in 1953. As I see it, the real purpose of these manuals is not to set out aone-and-only method ot teaohing but is to aot as a referenoe for instructors especially with regard as to how to handle a olass. I would hope that, regardless of the differences in aotual teaohing methods or sequences used, in the near future the national oommittee could issue a similar work, perhaps pointing up the variances in methods of sequence from coast to coast. It would seem to me that only through comparisons and through continual oontact with one another can instruotors throughout the country increase the efficiency and success of their particular teaching method. I was surprised to learn of what has evolved - that the work of last year is not a more encompassed committee but two oommittees. I was present at Arapaho when this matter was being disoussed, and I did not have the impression thatswhat was being asked for was two committees but that the National Ski Assooiation Certification Committee membership be re-evaluat~d in terms of representing in a thorough and complete way the ski teachers of the United States. Why two oO.mmi ttees? Who are members of the National Council of Ski Instructors? I still feel, however, that we should have one committee and that, if the drawback in the past has been that the chairman of the division is not a ski instructor or a true representative of the ski instructors in his division, the membership of the committee should be enlarged to include such a representative or representatives from each division. Otherwise, whatever work is done on the National level will be a hodge-podge due to the fact that it would be difficult to coordinate the work of the two committees. Off the record, I have been disappointed that we have not made, to my knowledge, some progress in the great amount of work that has to be done on the National level. It seems to me that between now and the convention we should make every effort to correlate our position, determine exactly what we want to do, and present a united front to the convention inasmuch as the committee will be at near full-strength at Alta in May. I believe a contributing factor in the past has been that too few of the committee members or persons interested in this program have attended the National meeting, with the result that we get little consideration. I, personally, do not feel that a separate committee on the National level is the answer. Surely wish I could see my wqyto attend the fine clinic you have planned for this week, but I've already travelled about two thousand miles thi~ month on NRMSA business and I can't see my way for more time now. Ibwever, I do plan to be at Alta for the national convention. A new found friend, certified in the ISA and now in the NRMSA, Dave Hamilton, will bring you up to date on the developments in our association. Paul Duke -- an old army buddy and USEA5A instructor and now NHlotSA also plans to go with Dave. By next winter we should have a good instructors association formed. It is my hope to unload this job on Dave or some other man more actively engaged in teaching than I am. Dave seems the logical choice to me, if he stays in the NRMSA; we've got some other good men, but they lack Dave's enthusiasm. We've also got a couple of 'knot heads', I hope we can keep tamed -- Dave can tell you more about this. In regard to the National Certification ideas, it seems to me that the only practical method would be strong co-ordinating national committee working in conjunction with a national instructors association or counc1.l with actual certification administration by the seperate divisions and their respective instructors associations and committees. Perhaps a uniform scoring system would also be helpful. Finances and distances would prevent any actual national certification. Do I owe you a dollar for the SRM5A manual -- or did you wish it returned? Do you think they would sell us enough copies for our divisional needs? See you in May.
