Show professional personnel is largely Federal. Even in the cooperative programs with the State and local governments, most and, in some cases, all the professional staff is supplied by the Federal Government. This same subsection sets up a time schedule for the accomplishment of certain objectives. There are four goals with time limitations ( subdivisions 1, 2, 3, and 4) requiring scheduled rate of expansion and a time limit for their completion. The exact size of these parts of the program will be determined by the availability of personnel and the size of available appropriations. Other parts of the program will be expanded at rates found to be feasible. Section 4 of the bill provides that all data secured and the results of hydrologic research - shall be publicly released fully and promptly and shall include data and material originating with other Federal and non- Federal agencies or individuals when determined to be of acceptable standards and accuracy and to be pertinent to the objec- ORIGINATING WITH fives of this Act. OTHER FEDERAL This new responsibility should have far- reaching effects since many measurements AND NON- FEDERAL and much data gathered by other agencies are not now incorporated in the general AGENCIES fund of published data and, therefore, serve only limited purposes. Section 5 of the bill provides specific recognition of the important position and responsibilities of the States and local governments in water resources basic data by providing for joint programs with these agencies and also with educational institutions. A substantial enlargement of the resources available for the program will result from this coordination. Section 6 of the bill contains four subdivisions, each designed to insure coordination between the basic data program and the various features of Federal water development projects. Subsection ( a) contains specific instruction to the Weather Bureau and Geological Survey to - develop and support effective procedures of collaboration and cooperation with one another and with all other agencies of government - both Federal and non- Federal -- concerned with the use and control of water resources in order that all data shall be acquired and all research and other activities pertinent to the Water Resources Basic- Data Program * * * shall be conducted with maximum effectiveness and a minimum of duplicated effort. Subsection ( b) of section 6 contains a matching set of instruction to other Federal departments and agencies - charged with the planning, design, construction, or operation of works or projects to develop, use, or control water resources * * * to develop and support effective procedures of collaboration and cooperation with the Weather Bureau and the Geological Survey - and to make known the needs for hydrologic data required by such departments and agencies. One of the main objectives of the basic- data program is to serve the special needs of the agencies responsible for the extensive Federal programs in water resources. Subsection ( c) contains a number of important provisions designed to integrate the extensive hydrologic research program of the Federal Government by incorporating in the basic- data program the - hydrologic and related research carried on by Federal departments and agencies as a necessary part of programs in soil and water resource control and management, in timber and crop production, and in other activities involving the use and control of water resources which has general application and usefulness - PROGRAM TO INCLUDE THE RESULTS OF HYDROLOGIC RESEARCH 35 |
