R. 6900 [ Report No. 2587] IN THE HOUSE OF REPRESENTATIVES JANUARY 20, 1950 Mr. PETERSON introduced the following bill; which was referred to the Committee on Public Lands JULY 18, 1950 Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed [ Omit the part struck through and insert the part printed in italic] A BILL To provide an accelerated program for surveying and mapping of the United States, its Territories and possessions, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be known as the " National Surveying and Mapping Act of 1950". STATEMENT OF POLICY SEC. 2. It is the purpose of this Act to establish accelerated programs of topographic, geologic, geodetic, soil, and hydrographic surveying and mapping of the United States, its Territories - and possessions and offshore areas, and the cadastral surveying of the public domain and other Federal public lands in order that suitable surveys and maps will be available within the shortest period of time consistent with the orderly recruiting of personnel and the effective scheduling of such programs. SEC. 3. The Geological Survey Secretary of the Interior is authorized to recruit and train additional personnel; acquire and maintain additional instruments, equipment, and facilities; develop and participate in cooperative programs with Federal and non- Federal governmental agencies and educational institutions; and accelerate and modify such other activities as will most economically and effectively- ( a) provide for an orderly expansion of topographic mapping from the present authorized level of activities, within a period of not more than four years, to a level of activities sufficient in size and scope to complete the topographic mapping of the United States within a period of twenty years; ( b) provide for an orderly expansion of geologic mapping from the present authorized level of activities, within a period of not more than five years, to a level of activities sufficient in size and scope to complete the geologic mapping of the United States within a period of thirty years; ( c) provide for accelerated topographic and geologic mapping programs in Alaska and in other Territories and possessions on a scale and scope sufficient to meet the needs for the effective development of resources and the orderly settlement of such Territories and possessions; ( d) provide for geologic mapping of submarine a* e areas offshore from the United States, its Territories and possessions, as may be required for the effective and orderly development of the mineral and other resources. SEC. 4. The Coast aed- Geodetic Survey Secretary of Commerce is authorized to recruit and train additional personnel; acquire and maintain additional ships, stations, equipment and facilities; and provide for an accelerated program sufficient in size and scope to- ( a) provide adequate geodetic control in advance of the needs of the surveying and mapping programs provided for in this Act; ( b) provide surveys and charts with adequate submarine contours of offshore areas of the U. S., its Territories and possessions, at scheduled rates which will make suitable data available in time to meet the requirements for effective and orderly development of mineral and of aquatic and other marine resources. SEC. 5. The Bureau ef- Plant Industry, Soils, aftd Agricultural Engineering Secretary of Agriculture is authorized to recruit and train additional personnel; acquire and maintain additional instruments, equipment, and facilities; and 19 |
