The SITE program has been designed to accarplish . . . ) ' the follQ\fing cbj ecti ves, which carresp:ni to the program I s four parts: . 1. To identify and rem::we inpedinents to the developnent aId can-uercial use of alternative treatment teclmologies. 2. To deuonstrate at full scale the IIOre pranising iImovative technologies to establish reliable perfonnance and cost information. 3. To develcp procedures am policies that ezx=ourage selection of alternative treat:nent technologies for SUperfund site cleanup. 4. To accelerate am praxote further developrent of pranising inno.rative technologies that are nOt yet ready for full-scale dem:m-stration. \ - There are a IIUn'ber of d:>stacles that inhibit the expaOOed use of alternative techcologfes at SUperfwx1 sites. 'lbese include insufficient infornation an available narkets, regulatory inp:dinents resulting fran EPA or State programs, public acceptance difficulties, and liability concerns. The d:>jective of the firs't part of the program is to identify these i.npedjnents and develop strategies for dealing with than. The secord IBrt of the SITE program is the dsronstration and evaluation of selected technologies. '!he PllIP:>se is to develop perfonnance, cost-effectiveness, and reliability data so that SUperfund decisiomakers can make sa.uxl judgnents as to the applicability of the technology to a particular site. The results of the deuonstrations sbJuld identify the limitations of the technology, the wastes am media to which it can be applied, the ~ting procedures, and the appraxinate capital and operatjn; costs. '!he deuonstrations will be carried out at full scale or at a scale that allCMs valid ccrcparisan and direct scale-up to can- 1 Available fran the Center for Environmental Research Information, 26 w.
