Description SPECIAL CONSULTANTS Mr. Robert L. Morris, Senior Planner-Transportation for Washington, D.C.'s Downtown Progress, was brought in for a brief study of Downtown Salt Lake City's pedestrian circulation. Mr. Morris prepared a general analysis, with the key proposals being the canopied pedestrian crossings and the shuttle bus system. Mr. Al Zelver, San Francisco planning consultant and visitor specialist, visited Salt Lake City for a study of how Downtown could be made more attractive to visitors. His report, "The Visitor in Downtown Salt Lake City, " made numerous recommendations which have been included in the Plan. -31-
