Show Authorization to undertake a program to develop very low emission industrial combustion equipment has been provided by the Energy Policy Act of 1992 (EPAct). Specifically, Section 2014 authorizes D O E to develop and demonstrate new, advanced natural gas-fired equipment to reduce combustion emissions and to increase efficiency. EPAct requires that this activity last no longer than five years and that cost sharing be provided by industrial participants: 2 0 % for research and development phases and 5 0 % for the demonstration phase. D O E Very L o w Emission Combustion Equipment Solicitation DOE plans to issue a solicitation for the research, development and demonstration of very low emission natural gas fired combustion equipment capable of meeting EPA LEAR emissions targets without add-on controls. The solicitation is planned for the spring (second quarter) of 1994. The original list of potential bidders on a similar Gas Research Institute solicitation will serve as the start of the D O E bidders list for this solicitation. Organizations notified by GRI of their solicitation need to do nothing to get on the D O E bidders list. The official announcement of the solicitation will be provided by a D O E Operations Office. While D O E funds are available for this solicitation, no funds are available for unsolicited proposals. In summary, the solicitation and resulting projects will: • Be DOE sponsored, cost shared by industry • Based on projects selected by respondents • Be completed in five years or less • Result in practical, cost-competitive industrial combustion equipment. The equipment developed will: • Be natural gas fired • Be capable of meeting EPA emissions targets without add-on controls • Operate at high efficiency, producing low greenhouse gas emissions. 4 I-2 |
