My dear Mr. Secretary: There is transmitted herewith a letter dated December 5, 1927, from the Superintendent of the Uintah and Ouray Agency, Utah, trans.mitting an attorney's contract executed in quadruplicate, between the Tfhite River, Uintah and Uncompahgre bands of Ute Indians, Utah, and Hon.. Thomas Sterling, of this city. The agreement provides for an attorney's f ee .of not to ezceed 10 per cent of tne amount recovered for the Indians - such fee to be determined by the Secretary of the Interior. It is drawn for a tieriod of five years with a provision for a two-year extension. 'This contract rhish is drawn in accordance with section 2103 of tha Revised Statutes, has bean, properly executed and saf egdards both the inaerests of the Indians and the Government. It has_ accordingly received my approval under the section of tha Statutes c i tad, and it is submitted for similar action- by you in order that it may be validated.
