A matter which was not raised in your letter but which is very pertinent, is the leasing of their land. It is a violation of the regulations for.a citizen to make a crop lease or in any other manner getting possession from the Indian of his land held in trust, without the approval of a written lease in this office. A few instances in the upper Duchesne country have come to light where men have made 3uch (Agreements with the Indians* A lease on trust lands is a three-oornered affair, the Indian, the lessee and the representative cf the Government uniting in the contract. V7e are eager to lease tho Indian land and will do s o at nominal figures but we will try to insist that all land used shall be regularly leased as demanded by the regulations under which we work.
