Show -4- wide publicity; and the Agent shall give ample notice that the Health Officer is empowered by these regulations with authority to enforce hygienic rules and orders for protecting Indians and whites from the results of carelessness and indifference, on the part of any person on the reservation, to the laws of effectual sanitation. 12. The Agent or, Superintendent, in imposing punishment upon ' those who violate the rules and orders of the Health Officer, will exercise sound discretion, so that such punishment' shall be remedial and not cruel, considering the phyBicial condition of the offenders. 13. The Agent shall have a copy of these regulations placed in the hands of all Farmers, Additional Farmers, Field Matrons and Police on his reservation, with instructions to cooperate with the Health Officer in the discharge of his duties. - i 14. The Health Officer shall divide the reservation into Sanitary Districts. On hi3 recommendation and nomination, the Agent shall, assign a Farmer, Field Matron or other employe stationed there as the regular Deputy for that District.
