I will be in Vernal soon and will go over the matter with the County authorities I had a talk with them last year about taking up unbranded horses running, at large upon the range and rave them my idea of the law, at. least the spirit of it. T told them , in my vi<*w of the law it was doubtful if it would hold in court. I doubted very much and doubt now whether the legislature can confiscate unbranded animals, and of course this is in effect what the law does, I dent regard the lawmakers as ever having intended to make the law apply to horses claimed and owned but was e means of getting the range ridded of innumerable wild and unowned horses. 1 told them in making i.heir roundups not to sell or dispose of any animal they had any reason to believe was the property of any person, and I now say they ought not. to take the Indian ponies even if they could. These red men ought not *o be treated in the way more intelligent people would be treated n o r h e l d to the same degree of responsibility in matters where they cannot, be expected to know as we know. I regard this move of taking their ponies as impolitic,unwise, and really harmful. It cannot do anything but make the Indians resentful and cause them to have less respect tor the law and other peoples -ights. I will see if I bannot «top it.
