Sir: The eituation at the Uintah and Ouray Agonoy ie such that it 1R necessary to make an axtraordinary effort to leaRe the allotted land that oan be irrigated, in all oases where the allottee makes no use of the land, and alBo the unused parte of any allotment partially oultivated by the allottee. It is the opinion here that minors, absentees, and incompetents oould very well afford to give the use of their lands for a paieiod of five years without compensa* tion other than improvements in the way of seeding to alfalfa fencing, etc., beoause the oharacter of tho oountry is suoh that it will be found to be expensive to bring the lands under irrigation. Furthermore,' it is believed to be the duty of tho Department to rent all allotments belonging to the Ute allottees, as the Government holds the lands as trustee for their sole use and benefit. It also seems reasonable to say that power in vested in the Department to administer Buch trust; Hence the lands oan be leased without the oon-sent of the allottee if neoessary.\ An investigation discloses the faot that there |
