Show -2- onforce his rights in the same manner ap any other oitizen* The difficulties which you mention with reference to tho Indian procuring bondsmen are unfortunate, but the citizen Indian in that regard Is in the same pooltion, and in no worse position, than impecunious white citizenB who may be so unfortunate as not to have friends or business associates who will go on their bonds. The fact that the lease may be executed by you ao Agent for tho Indians does not alter the fact that the relation Of lecsor and lessee is between the Indian and the white man who leases hio land, and not between the United States and such white man.
