Show #2. these streams near the mountains will join on to the proposed Grazing Land Reserve, and the latter will join the proposed Forest Reserve. These two reserves will protect the Indians from.4 any interference with the head-7/aters of the streams mentioned, since I assume that the Grazing lands to be reserved cannot be crossed by private or corporation canals without government consent, as in the case of Forest Reserves. If this is a correct understanding of the matter, and It is further obligatory on all would-be canal or ditch builders to also obtain your consent to cross Indian allotments not yet patented, the waters of both the Uintah and WhiterocKs Rivers would be well safe guarded, since, as previously stated, allotments will probably be made on either side of the streams for a distance of approximately twenty-four mile3, and the entire flow of the '^tfea^sXirouid be appropriated by the said allotments throughout this stretch. Aside from surplus flood waters which flow down these streams during the month of May each year, there would be no water available for other than Indian lands; and the normal flow during the remaining five months of the irrigation season will hardly suffice for the large area it is proposed to allot.
