HARKNESS, W.'LLIAM D. RITER. Salt Lake City, Utahjur.e 13 j 1903. Eon. Wm. A. .Tones, Commissioner of Indian Affairs, Washington, D.C. - My dear Sir: I have recently returned from a visit to what was formerly the Uncompahgre Indian Reservation in the eastern part of the state and while there my attention was called hy Mr, McAndrews, formerly Chief of Indian Police, and 0 tiers to some of the allotments made to Indians on vThite River, and I was very much surprised to see the character of land which had been given to these Indians. It is of an exceedingly poor quality, sandy, rocky and barren. Nothing grows. upon it except some cottonwoods near the water and sage brush and grease wood. It looked to me to be entirely valueless, even for grazing purposes. I was told that these Indians, when they made the selections, knew absolutely nothing about the value of land. They are like children, and are not capable of judging what is best for themselves. They were therefore imposed upon in the matter of their allotments, perhaps without anybody being to blame therefor. I do not know that anything can be done to remedy this situation, but it is a matter which should be remedied if at all possible. If you think it worth while, and care to have me do so, I will very gladly get detailed statements from people of that locality who are familiarv/i th the situation, and forward them to you.
