Sir: Under date of January 7,1898,this office submitted to the Departm«it,the draught of a Joint Resolution 'To postpone the op ending of the Uncompahgre Indian Reservation in the State of Utah." In submitting this draught the Commissioner quoted fron a report of the Uncompahgre Commission,dated December 22,1897, as follows:- "Although the weather was extremely cold.and snow fell within a few days thereafter,and has continued falling at short intervals, until it is at present from 8 to 12 inches deep,the Commission has oontinued its work right along from day to day. Since December 1st tne thermometer has rarely registered above zero and frequently has been as low as 10* below and even down to 86* below zero. The result of the field work is that we have made allotments for a number of the leading Indians having allotted in all 3320 aores. The allotments,thus far,have been made in the Duchesne Valley upon the Uintah reservation. We have attempted allotments upon the Uncompahgre reservation, the Commission having visited the White and Green River valleys for that puroose.but found it utterly impossible at this time for the reason that 8 to 12 inches of snow covers monuments of surveys and the-character of the land. From reliable information the Comnission found the same conditions to exist all over said reservation. The Indiana are generally so ignorant,and unconcerned regard-ing the allotments that they either will not or cannot give any information on the subject. x x x The distanoe from proper shelter to Indian settlements over this reservation varies from 10 to 60 miles,the majority of the settlements being between 40 to 60 miles,and with |
