This office does not feel justified in acting upon the recommendation of the late Agent,in view of the fact that the survey would necessarily call'for a considerable expenditure; moreover, this office does not see the absolute need for the survey in ques-tion. The letters are transmitted to you,as has been said,for in-vestigation, report and recommendation. Unless the survey is of pressing necessity this office is inclined to the belief that it should not be made at this time. Commissioner. (McPherson) C
