Mr.Hamlin now seeks to have the money refunded. He states in his letter of August l2,1892,addrossod to Hon.C.D.Clark, Evans ton. Wyoming, that you said you woulc. refund Liu- money if ha would obtain the necessary permit. This office sees no reason why the money should bo refunded Mr.Hamlin in case the charge was a roasonablo one. Stockmen should r-ot be permitted to drive their stock across |
