Sir: This office is in receipt by your reference of October 25, 1895, of copies of telegrams dated the 23d end 24th ultimo,which passed Lew/sen you and the Adjutant General of th? Department of Colorado, referring oo the outcry in Colorado against Utes away from their reservations and hunting in the said State. It is noticed that in your telegram to the said Adjutant General you state that the Uintah & Ouray Utes who are now away from their reservation hunting in Colorado,are without permits from you to hunt,and are there under the belief that they have a legal right to hunt there "as provided in treaty stipulations with the General Government"; that it was announced through the press a year ago,that the Department Commander,General McCook, recognized this legal right as recorded in the Statutes at Large, and that it was so guaranteed that he had no authority to alter or abrogate it. You add that any orders conmunicated to you by your superiors in the War or Interior Departments in this matter. |
