Authority. 32301J in which I am directed to take early occasion to convene the Indians -ef-ZlteYnZZiTh^ of the THntah reservation in council and submit to them Mr. Homer's propositi 072 to lease from them iAie. surplus lands of their res-? ervation known as the "Strawberry Valley" T have to say that on October 13, 1892, the Indians were convened in council and, informed, of Mr. Homer's proposition. Tliey were at the same time informed that there had been submitted to me higher bids with a probability that still higher oner: would soon be received,. They therefore refused to give their consent to the leasing of the lands in question for $7100,. I inclose herewith their refusal in due form signed by}: the Indians present at the council.
