Sir: In compliance with instructions from your office, dated 28th ultimo, I have the honor to report that I have made a careful observation and inquiry without finding violation of, or failure to fulfill,on the part of the Government, any treaty, obligations or other reasonable grounds for any serious disaffection among the tribes comprising the White River or Uncompahgre Utes.
