Show efforts a want of means for carrying out their policy. For where not our dollar's worth of capital has been used in aid of that policy; it is compatible with the abilities of the government to restore thousands, and where a long series of grace had been necessary to introduce a very partial system of civilization, it is reasonable to suppose that the same policy more rigorously prosecuted would accomplish a more perfect system in a much shorter time. I propose then to stock these reservations during the ensuing Season- with such stock and implements of husbandry as may be necessary to carry on a vigorous system of agriculture among these Indians. And I wish through you to ask the Commissioner of Indian Affairs to have an act passed by congress confirming these reservations as the future home of these bands, and authorizing the Surveyor General of this Territory to Survey and establish their boundaries and to construct a map of the same. I would also suggest that a well arranged system of farming instructions bg extended to all the tribes in theirterritory as their destitution at this time will naturally coerce them into it while if neglected, they must starve, or subsist by rapine and murder. To carry out such a system, an appropriations by congress of 75,000 or 100,000 thousand dollars should be made at the present session, and at least $50,000 to meet my present engagement with the neighboring tribe. |
