Show to enable me to enforce the laws, I could do nothing with them, it was useless to attempt, what I had not the power to enforce, and I was compiled to leave them to their will. In a previous communication, I gave you my views in relation to this section of the Territory, from my recent trip, I am more strongly impressed with its importance. I feel satisfied, that until the Government throws protection ever this route, and piaces the means within the reach of the officers to enforce their authority and the laws, there can be no safety to the travel, the whites, who insist the country are far more troublesome than the Indians. Having been delayed on the Humboldt, quieting the difficulties with these Indians, I did not arrive in the city, in time to make out my accounts, which should accompany this report before the mail will leave. Beigg releived from duty, and my succesor having arrived, I shall consequently leave for the states as soon as possible. I shall visit Washington immediately on my return, and if it will not be a violation of rule, I shall be pleased, if you would receive this report and grant me the privilege of settling my accounts with the department.
