Show REPORT OF TEE COMXISSIOXEIL OF INDIAX AFFAIRB. 549 all our hearts, and, nnless nature changes and motive ceases to operate, most if not all of the Indiams in this Territory will be found, in a few years at most, on this reservation. There is room enough far all; and could the funds appropristed for this Territory be expended on this agency, requiring all the Indians to come here when prepared to receire them, the result, in my judgment, as well as that of others, ~ o u l dbe much more satisfactory. In a conwrsatiou with his honor Goyernor Woods, in Salt Lake City, he remarked that there should be a soperintendent of Indian affairs in this Territory, and that he had so stated to theGovernment. I remarked that I had not thought uuon the subieet. But since that. I have eiven mom artention to rlk suljject and th; resnltn produced hiformer <ipe; iutendcnrie3, and, irl my . lo~lmrntt,h e results haso not been snfficient to warrant its continnance orits re'adoption. As long as the Indians of the Territory can be furnished with goods at Salt Lake Cit.y and their various little settlements andrillages, and visit at will the various towns and villages, they will become more debased and corrupted, and, if' 110s-sible. still more enervated and disinclined to engage in agricultural pnrsuits. And, in my judgment, it is bad policy to scatter our means and forces. Asin war, so here-unity of purpose a.ud aim, concentration of small means and forces for the attainment of the end sought, will be found to prodnce the best results. For the time being there should be some suitable person to look after them and reliere their immediat.e wants, and prepare their nlinds for a change as soon as the azeucy is in a condition to receire them. In view of the clearly indicated polioy of the Government and the foregoiug suggestions, 1 woold respectfully submit the following estimate of funds necessary to carry on and develop this agency the ensuing year-twenty.five thousand dollars-as follows: Eleven emplay68, iuclnding engineer, carpenter, bl,lscksrnith, chief farmer, or foreman, and aaveu laborers. .............................................. $i5,0 0 Salary of agent md interpreter. ............................................ 2,000 Supplies of a11 kinds, including farming implements, provisions, &c .......... 3,000 TWOsi x-mule teams and outfit. ............................................. 2,500 Cattle to stock farm and furnish beef for Indians and emplov6s. .............. 5,000 To survey and ooostnlct road from Rayou Green Bv e r ~ity;'orS alt Lake City. -5,000 Total ................................................................ -25,000 The above does not include Indian goods or presents, bnt with it I expect to construct, with the maohiuerx already purchased, one of the most complete mill establishments belonging to the Department.
