The atrong feeling among some ag~inslte aving off the habits and customs of their fathers for a more civilized lie is a great harrier against their impro1,ement. Those who so tenaciously adhere to them, and use their utmost endeavors, by threats or.derision, to prevent others who are more willing to change their man-ner of life should he obliged to adhere to their ancient custom of living and clothing also. The greatest inducement to action with the Indian is to supply the stomach,' and the more directly we cm act upon that the more fully we can accomplish onr desires. Feed and clothe those who locate upon reservations and who labor, Let those who prefer the chase take chase feed and the rabbit-skin clothing, and my opinion is that not many years will pass before they will he anxious to locate and lahor. The policy of issuing the goods, and feeding indiscriminately the good and bad, the industrions and the lazy, is all wrong, and gives hut l~ttlein ducement or encouragement to lahor, hut stimulates them to rove about aod receive presents from as many agents as they can reach. The Indians have an inatinct to become herdsmen, and but for one antique idea among them, to kill all the animals and destroy all the property belonging to a deceased, they would become a wealthy people. I have no doubt that in some hands property enough is destroyed every year to feed and clothe them wmfortahl)., which can only be overcome by locating and civilizing them. Means should be placed in the hands of the superintendent to purchase cows or heifers for the Indians; not to be thrown out broadeast, but have them issued to such Indians, and none others, as will rear and herd them, and not to be destroyed at the death of a member of the family; and it appears to me, after a few years of patience, they will become a self-sustaining people, hut who now are the most helpless mortals on earth. There is a vast amount of sickness among some bands of these Indians, which is caused, in a great measure, in my opinion, by having their flour ground and bolted too fine. Flour for them should not come from a bolt-cloth finer than No. 4 or 6, which would eive them flour far better adanted to their manner of wokins, and more condn- Xve to their health. As this agency extends over a large extent of cquutry, with no means of conveyance, it requires a light ambulance and a span of mules or horses, and with a good farmer upon each reserve cultivated, with one interpreter, and with wnstant attention, I shall he able personally to attend to each reservation.
