I. ly dear Mr. Commissioner: ' Sue enclosed letter written by request of Buckskin Charlie indicates the present attitude of most of the Indians of this jurisdiction* I ara confident that this somwwhat radical change has been brought in a great measure " by outside Influence which has caus ® & a misunderstanding of the responsibility of the Indians at this time. I believe with patience and sufficient tact that any unpleasantness can be avoided. I have explained several times in detail all the points involved and have endeavored to counteract any evil counsel given to these Indians. I believe that a personal letter from you to Buckskin Charlie, setting forth the different requirements made of the Indians at this time, will be a material help in bringing them to register without employing any force or unpleasantness In the matter. I have read thmn Circular 1305- m, and explained the different parts to them, but they seem to require an answer to this appeal. |
