I talked personally with nearly a l l the people of Blanding ana I am convinced that had the two Indians yielded to arrest and taken the punishment due their offence that no trounce v/ ioui< j- have occurred.. I am also convinced that the 4 eople of Blanding do not - wish to persecuxe xhe Indians in any way, and Xhax xhey would welcome andy soluxion xhax xhe governmenx mighx make in xhe presenX maxxer. lUxe whixes r e a l i s e xhat i t would nox be pracxical xo send/ xhese Indians xo the Ute Mountain reservaxion, since xhe Indians xhere object very sxarongly xo xheir presence, and would wixhoux douox drive xhem away. Ix i s my belief xhax these Indians should be given Individual Allotments of land and xhax xhis land should be locaxed in the sections of the country in v/ hich xhey have always lived. I do nox " chink it possible to secure a large area of land in Allen's Canyon because ax xhe present time most of xhe s o i l throughout xhis canyon has been washed away. Old Mancos Jim seems t o be about the only Indian who i n s i s t s on l i n i n g no v/ here except in Allen's Canyon. The other Indians xold me xhax whaxever land Isaleexed for xhem would be satisfacxory xo xhem. Afiier ' questioning Mancos Uim for a long time I learned thax his chief for wanxing xo remain in Allen's Canyon was xhax he believed upon xhe land v/ hich he claimed xhere i s a gold mine. Whether t h i s i s true or not should be determined ^ efore definite action is taken towards abandoning the idea of placing the Indians in Allen's Canyon. Allen's Canyon is not a suitable palce for the Indians to l i v e or to run t h e i r stock during the winter season. The band that belong to Posey have been living aroung Blanding and Bluff and Allen's Canyon. PoIk's band l i v e along Montezuma Creek and Yellow Jacket. I do not think i t possible for these two bands t o live in harrzony and i t is for t h i s reason that I would recommend individual allotments for a l l of these Indians instead ox placing then upon a reservation unallotted. In Posey's band there are probably one hundred members Including uxes, Piuxes and a* few ilayajoes. Polk's band numbers approximaxely eignxy- iive. In my zormer l e t t er I recommended the establishemtn of a Day School for these Indians. I believe that this would be a stron factor in t h e ir c i v i l i z a t i o n . The Day School could be made the headquarters' of Xhe band and xhey would have government employee to look after them and to a s s i s t them. Their allotments should be foDeod nnd thoy should bo roquirou to llvo within thoir boundaries. In t h i s mannor tho Indian would bo assured of his t i t l e to some land and the white man, r e a l i z i n g that the Indian had an allotment, would respect his r i g h t s , and I believe>% in most instances would a s s i s t him alongllines of .-- s e l f - support. 1! he d i f f i c u l t matter in a l i o t i n g these Indians, would be to find land that will support them and t h e i r sxock.
