Description Exhibit #04, CLA Final Report. The first point to emphasize is that it is much easier to legislate against (i.e., criminalize) an activity than it is to actually curtail its incidence. TIP is particularly difficult because of its clandestine nature and the (coerced) willingness of some victims. This means that the responsible agency (which should be detailed more specifically in the law: is it the intergovernmental committee under Art. 8 ?) needs a number of items spelled out, including at least the following central powers:
