This work was a history of the organization and decisions of the Board of Education of Salt Lake City and its administrational staff. The study covered the years from 1890 to 1901, which was the time of the administration of the first two superintendents. The organization of the Board of Education was made possible by the Utah State Public class to consolidate and create one governing school board in the place School Law of 1890, that made it mandatory for cities of the first of many that had existed. The data for the writing of this history was from primary sources consisting mostly of a perusal of the newspapers that had been reduced to microfilm. The newspapers were found not to be indexed and a page by page study had to be made as a result. The minutes of the Board of Education were studied but were found to contain an abbreviated version of the extended discussions and arguments of the Board. In many cases the decisions of the Board were stated briefly and any arguments were voted to be left out of the record. This dropping out of material left out the reasoning for decisions and upon looking these brief accounts up in the newspaper reports they were found to have broad im- plications to the community, and show the character of the Board and forces that pushed or influenced the Board in their decisions. The newspapers' accounts filled a void of historical writing of this transitional period of time in Salt Lake City as far as education was concerned. The newspapers were opposed to each other in most all. |
