PROCEDURE A study methodology was utilized in this research. Related literature, labor force survey records in Taiwan, and various types of publications were reviewed. Resource persons in Utah were interviewed, and correspondence was obtained from educators in Taiwan. Their comments were used where applicable. III. FINDINGS Data derived from the study indicated that: 1. Vocational education in the United states was designed to serve all the people who had the need, desire and ability to benefit from such instruction. Federal bills and appropriations provided aid to the states which were vital to the growth of vocational education in the United States. The development of vocational education in the United States paralleled the socio-economic growth. 2. Vocational education in Utah followed similar patterns to those in the nation as a whole of Programs were cooperatively planned by lay committees and educators and included instruction in industrial arts, home economics, trade and industry, agriculture, and other technological fields. 3. Vocational education in Taiwan attempted little coordination with manpower demands in the past. In com paring the vocational education programs between Utah and Taiwan, certain differences were discerned. Although some of these differences were the reflections of the different· socio-economic situations or geographic settings, yet, some pointed out weaknesses in the vocational programs in Taiwan. These weaknesses, along with the impact of natural Circumstances, the changing socio-economic situation, and the challenging goal of economic growth all reflected the need for a more effective vocational education program.
